    Brian Biering is a Partner at Biering & Brown. He represents a range of clients on environmental, regulatory and compliance matters before the California Air Resources Board, California Public Utilities Commission, California Energy Commission, and the California Independent System Operator.

    Representative Experience

    Monitoring and advocacy in various regulatory proceedings affecting the power sector;

    Implementation issues and defending enforcement actions under the State’s greenhouse gas laws, AB 32, AB 398 and AB 617;

    Negotiation of power purchase, steam sales and interconnection agreements;

    Regulatory due-diligence associated with project sales or acquisitions and project financing efforts;

    Monitoring and advice on legislation affecting power sector and climate change programs.
